Washington can change the supply of bonds. It cannot announce lower inflation. Treasury’s financing estimates arrive at 3 p.m. ET today, ahead of Wednesday’s quarterly refunding announcement, when investors will look for guidance on the balance between short-term bills and longer-term debt. No shift has been announced, although market participants are considering the possibility of smaller long-bond auctions. Reduced long-term supply could support bond prices without a corresponding improvement in inflation, while greater reliance on bills would leave more debt requiring frequent refinancing. With the 10-year yield near 4.91% and the 30-year near 5.28%, that distinction matters to a recovery showing S&P 500 futures up 0.44% and Nasdaq-100 futures ahead 0.82%. Lower yields can support equity valuations, but the economic message depends on what brings them down. Marvell’s announced all-stock agreement to acquire Lumentum, carrying an implied enterprise value of approximately $115 billion, adds a corporate catalyst and a substantial consolidation bet on AI connectivity. It represents an acquisition, rather than an equivalent amount of new infrastructure spending.
The inflation evidence remains uneven. Renewed diplomatic efforts involving Iran have helped oil retreat, with WTI at $99.84 and Brent at $108.92, offering potential relief to fuel-intensive businesses without yet establishing a durable improvement in supply conditions. Europe’s October manufacturing PMI registered 52.7, with expansion accompanied by pressure from energy and supply-chain costs. ECB policymaker Peter Kažimír argued this morning that further rate increases would be necessary, expressing his assessment rather than announcing a new ECB decision. China’s private manufacturing PMI eased marginally to 52.0 as export-order growth slowed, even while output expanded at its fastest pace in six months. That combination points to uneven demand rather than a uniform manufacturing retreat. COMEX gold stands at $3,910.90 an ounce, while Bitcoin is $77,618.96 and Ethereum $2,290.83. Binance began restoring withdrawals in phases over the weekend and reported that withdrawal volumes were stabilizing after the initial surge, providing a concrete operational update following last week’s breach. Taken together, the morning offers some relief in energy prices and market functioning, alongside continued evidence that inflation pressures have not disappeared.
For Mexico and Latin America, the next question is how much U.S. rate relief would reach local borrowers. Brazil’s policy decision is due Wednesday, followed by Mexico’s on Thursday, with a Banxico hold at 6.50% expected rather than assured. Colombia has already supplied a different outcome from the increase many analysts anticipated before Friday’s meeting. Its central bank held the policy rate at 12.25% and authorized a direct $2 billion foreign-currency purchase from the government to complement reserve accumulation. The transaction is distinct from an announced open-market dollar-buying program. Morning currency references stand at EUR/USD 1.1212, USD/JPY 157.91, GBP/USD 1.3416, USD/CHF 0.8197 and USD/MXN 18.7335. For a regional company refinancing dollar debt, a lower Treasury yield can be offset by a wider credit spread or an adverse currency move. The useful comparison is therefore the change in the company’s total financing cost against the change in its benchmark. Mexico’s banking holiday and Brazil’s B3 closure add an immediate execution consideration, making local funding availability and the applicable settlement date relevant even when offshore markets continue quoting.
The technology rebound and retreat in oil coincide with a week of Treasury financing announcements. Reduced long-term bond supply could support bond prices without an equivalent improvement in inflation.

Digital assets trade continuously, and these observations were taken at different times. Binance began restoring withdrawals in phases over the weekend, with availability dependent on the asset and enabled network.
Manufacturing at 10 a.m. ET. Read ISM new orders alongside prices paid. Stronger orders with easing cost pressure would offer a more constructive combination for business margins than growth accompanied by another acceleration in input prices.
Treasury at 3 p.m. ET. Compare the borrowing estimate and cash-balance assumptions with expectations, then examine the relative response of short- and long-term yields. Outperformance in longer maturities would be consistent with changing supply expectations, although the price pattern alone would not establish the cause. Wednesday’s announcement is the scheduled forum for issuance guidance.
Apple and Palantir after the close. Their results extend the day’s information flow beyond the Treasury release. Distinguish an equity response to company guidance from an advance supported mainly by lower discount rates, particularly with Tuesday’s midterm elections approaching.
